What is the meaning of "could not be added to the burning project"

Your question refers to… Photo Manager

When I try to simply burn pictures to a DVD+R disc using Photo Manager 8, I get a message telling me the file "could not be added to the burning project."  It appears that the program can see the file, but perhaps cannot read it.  Anyone else experience this problem?

Or the project is already big enough to fill a DVD and cannot add any more images.
