The so-called "T-Pain effect" (previously know as "the Cher effect")  is done with an auto-tuner at extreme settings.

MMM has an auto-tuner in the Elastic Audio feature, however it has little controlability and is set to provide a more "natural" effect.  After all, the normal use is to correct minor tuning errors and not as an exaggerated effect.

I have tried two other free auto-tune plug-ins, but I have not been able to get them to produce any significant effect in MMM.  There are videos on youtube showing some of them being used for this purpose in other software programs.
