Because I found that it is possible only in Adobe After Affects but this is very expensive and powerfull program so I have no clue why would it be impossible.
As Ray mentioned, BluffTitler is an excellent option. The relation between the audio and the video effects has been improved quite a bit in the last year.
Another option is Aeon but you would have to play back and record the video effects and then add that to the base video, I think. There is a guy who posts in the Media part of this forum who uses it.
