So I brought the CINEMA LUTS BUNDLE through the store tab in MEP. But when I got to use the LUTs, it tells me that "Video effect Plug-In couldn't be loaded. has anyone else have this problem

This is unfortunate. You may have to ask Magix for a refund. You may get lucky.
The store content is for all versions of Movie Edit Pro including the flagship Video Pro X which is the only editor that can make use of LUTS that are not supplied within the program.
I think there should be a warning on certain downloads but it is mentioned on the specification comparison pages of the individual editors. Mention that when you ask for a refund.

The thing is these are not outside LUTs these are LUTs that are offered inside of Movie Edit Pro (MEP) in their own store tab.

Did you try selecting a video clip and then trying to add a LUT?
You don't have a clip selected in your screen shot.

I did but I may have missed the part that talked about when you download the LUTs from the store tab inside of Movie Edit Pro itself
