Crawling edges in photo

Whenever I apply movement to an imported photo I get "crawling lines" around objects in the photo.

Any way I can eliminate this?

I tried de-interlace filter, no luck.

1. What is the type and resolution of the image?

2. Are the crawling lines only visible in the preview monitor or on the exported file/DVD as well?

3. Do the crawling lines look like anything in this article ?
