I assume you mean you have an Administrator account on your PC?
If so then you are not the 'System Administrator' which is an account that has higher privileges than an Administrator account.
To run a program with the higher privileges right click the shortcut or .exe file and from the pop up select Run as Administrator option as shown below
To make this a permanent setting - Select Properties - shown at the bottom of the image above and set this option
