Error when trying to install vegasmoviestudio16_dlm

I am trying to uses Vegas Movie Studio 16. I have 16GB RAM and a 1060 GTX NVIDIA. I also use a Windows 10. I click on the application and I allow it to make changes to my device. Then it asks me to select what i want to download and choose all of them. Finally it takes me to the downloading section and immediately pauses. I click continue but it doesn't work. I've seen someone say they disabled Windows Defender and it worked but I tried and nothing changed. I meet all the specs on my PC. Can someone help me fix this?
