The MEP help file (F1 shortcut; search for 'temporal') says -- Temporal smoothing: This value determines the speed of the movements considered blurry. This allows you to differentiate between a panning shot and a nervous hand-held shot. Changes to this value are immediately applied.

Note that changes can be removed so I'd suggest simply trying short tests using high and then low values and see which result you like better.
