Right click any video or image object on the timeline, select Background Design, Background Design, select what you need and apply as appropriate.

If you have version 17, there are color swatches.that you can use. These are available under the effects tab->Design Elements->Color Swatch

You wil need to move all clips to track 2 or higher, then drag the white color swatch to track 1. You can drag it to be the same length as your video.
