I know how to rotate a video in magix Movie Edit Pro 14, but it is a widescreen video shot the wrong way, i just want to change the video which is 480x720 into one that is 720x480.
Basically, when you use the video effects or image size and position dialog to rotate the image, you also need to zoom out at the same time. You need to zoom out so far that the long horizontal axis of 720 pixels will actually fit into the shorter vertical 480 pixels dimension of the video screen. If you don't want to crop into the video and therefore lose any of the image information, there will be unused space that you will have to fill with something else or that will remain black, though.
Keep in mind that there's no such thing as a 480x720 video file, at least not coming from the camera. It's not a photo that can have a horizontal/landscape or vertical/portrait orientation. Your video already is 720x480 pixels. It just doesn't show the angle you want to see. This may sound pedantic, but is actually an important thing to realize and understand. So, shooting video with the camera turned 90 degrees is actually a pretty worthless endeavor most of the time, unless you already have a pretty specific idea how you're going to incorporate this kind of footage into your project. Ultimately, your displays will always have the horizontal orientation.

Should be pretty easy to do though, once you've made it into the video FX dialog for the object (available via right-click through the context menu of a video object in timeline view).
I believe you were referring to the common error with small pocket devices that were used by someone who was less familliar with taking pictures or making footage. I also saw it happen. There is a filter built in a Virtual Dub freeware, and accessible through plug ins to the MEP. You could simply call it even form inside the MEP (EFFECTS > VIDEO OBJECT EFFECTS > VIDEO EFFECT PLUGINS) to get things done instantly. If not just start Virtual Dub and it does so without any additional settings required. You just pick ROTATE filter in plugin menu and choose which of preset angles you want (90, 180, 270) and voila! Enjoy.
