I think this is a critical bug for MIDI users. So I wanna report this issue to developer, what should I do?

@Clumsy Click on the SUPPORT link at the top menu if this page, select your product, on the next page scroll down until the bottom and click on Contact Support and create an email ticket.

I don't have Acid 11 so I cannot test this problem. The problem is, Acid is out of development since 2020 so it's unlikely that something will change. Have you checked the help file if there is another way to set MIDI velocity? I don't think that you can only change it individually for each note. There is probably some tool to draw a velocity curve.

hi clumsy this has always been an issue for me just highlight the note or notes right click and on the menu that opens click midi processes and filters pick the velocity tab and set your ue there velocity value there

I tried to report this issue to MAGIX support, but his issue was not happened his environment...
