When I launch movieeditproplus2020_dlm it tells me to wait for the download to complete and stalls at 0%. After a period, it times out and prompts a continue button, but this just makes it loop doing the same thing. It never gets past the 0%.
I have attempted to run it as administrator and have made certain that it is allowed to access Windows Defender so I don't think it is a firewall issue. I went as far as to shut down my router firewall and I still get the same results. I am a returning customer from 2009 and very much like this product. Please help.
Environment:
Dell Precision 5810
Intel Xeon Processor E5-1630 v 3 (Four Core HT, 10MB Cache, 3 .7GHz)
16 GB RAM
MSI Gaming GeForce GTX 1660 Ti 192-bit HDMI/DP 6GB GDRR6
Windows 10 Professional v1903 (OS Build 18362.720)
HDD0: SK hynix SH920 2, 55 7MM 512GB Solid State Drive
HDD1: Toshiba MG05ACA800E 8TB Sata 3 Drive
I made this purchase on 3/13/2020 and when I run NETSTAT -B from CMD prompt I get the following:
[MxDownloadManager.exe]
TCP (***Redacted Personal IP information and port***) 52.185.211.133:https ESTABLISHED
Can not obtain ownership information
TCP (***Redacted Personal IP information and port***) 52.185.211.133:https ESTABLISHED
Can not obtain ownership information
TCP (***Redacted Personal IP information and port***) s72:http ESTABLISHED
[MxDownloadManager.exe]
TCP [::1]:49988 (***Redacted System Name and port***) ESTABLISHED
It makes me wonder if there is a delay between the time one makes a purchase and to when one can actually use it. Thoughts?
Also, when I run a TRACERT against the IP 52.185.211.133 I get to this point before it hits Firewall:

Is it being blocked because I am in the United States??? That seems to be a stretch as I connected my VPN to Germany and it still does the same thing.
It does make me wonder what is going on because another TRACERT while connected to the VPN died at this location:

Oh for crying out loud... I just found out what country AE is. AE is the two-letter country abbreviation for United Arab Emirates. So now what?
