This combination is very unlikely to work:

The software (Picture package) that came with the camera enabling transfer by USB is not compatible Windows 10 and is not supported any more.

Movie Edit Pro (MEP) 11, released in 2006, is not compatible with Windows 10.

To be able to capture the video from the camera you need a Windows 10 compatible version of MEP and a USB video capture device, eg Terratec Grabby, plus the original AV cable that came with the camera.
