Simply drag the image file onto the timeline! There is an option to change the default length under program settings or you can drag an edge in or out. There are lots of options:
On its own the picture will fill the screen (as best it can depending on aspect ratio) or you can place the still on a lower (higher number) track and when resized it will appear in front of any video on a higher track.
Very handy are the preset collages. When you drag one from the effects media pool window onto the first of a series of images you will get an automatic arrangement. These can be dynamic eg images move into view one after another to take their place.

Magix MEP (and VPX!) can have a discouragingly steep learning curve. The documentation is often scanty or difficult to follow but persistence and willingness to experiment a bit will be rewarded. I've heard users complain eg that MEP doesn't have such and such effect as a preset but I think (and sometime directly comment) it's more important to be given to tools which make, with a bit of work, almost anything you can imagine possible.
