For this you'll want to use 'keyframe animation' which lets you set the strength of effects (in your case size and position) at different places in your clip (the key frames) and the program makes the smooth transitions in between. The method is pretty easy, once you get used to it, and is well documented in the MEP help files under 'keyframe' >> 'Preparing animations'.

You might try adding a video effect over the same time span so the image starts out say slightly pixelated at TV size and not only expands but become full definition as well.
