Encoding Standard Definition with H.264

Is it at all possible that H.264 simply isn’t as good at encoding/compressing standard definition video compared to MPEG-2? The reason I ask is because when I encode a 720x576 VOB file in MPEG-4 H.264, the resulting quality ends up pretty rubbish

To be avoided?

Version 8 of Rescue your Videotapes on a Windows 10 pc where video capture works, but the rubbish video editing s/w doesn't allow export of videos (yes,yes only as .wma, I got that guys) to local pc OR dvd-r. Real winner product - and support ticket

When I select edit mode from the top[ toolbar I do not have timeline or the lower tool bar for editring - (rubbish program - never had this issue with Movie Pro 15)
