Hi,

As far as I know there are many sites where you can upload, including youtube as long as you are not doing it for commercial purposes and the copyright holder does not object.

It also depends on what you mean by "sample music".

It is verboten to sell, share, or upload soundpool samples "as is".  It can only be done within the context of a composition.

The only time a copyright holder may let you use the content is if it incorporated into an original work.  For example, you produce a video and use someone elses music and post on youtube.  The copyright holder may at their discretion, do nothing, place an attribution notice on your video, place ads on your video, or have youtube remove your video.

Soundclick,Reverbnation and others etc as long as used within your own creative project should be no issue.If you wish to sell or commercial use license may be required others have explained this issue fully in forum.
