All my videos once again when played in the edit program are choppy and skip I dont understand why?

I have a brand new toshiba laptop. I like movie edit pro 2013 except for one thing all my video skip and freeze up it drives and editor crazy its the only problem but its a huge problem. Ive tried everything and it stopped on one project for awhile so I was happy then suddenly it went back to it. Its 64 bit I believe and it doesnt matter what camera cause all videos are doing this but I play the videos on my video player and they are fine only when in the edit pro does it skip. This is a huge problem and I want to edit my video please can someone help. Ive tried everything and tried to find a way to actually talk to a human about this no one knows.
