Can anyone recommend a decent Video Editing Software, Need to move audio or video half a frame, almost like free hand or they do not line up.

are there any decent editing software where this can be done,

Which Magix video editing product do you own?

Magix Video Pro X will allow inter-frame line-up, your free hand; I'm guessing (because I have no experience of it) that Vegas Pro might do the same.
