I was wondering if it is possible to make edits and changes to previously exported projects by inserting them into a new project timeline? I do not have access to the project of discussion other than the exported version.
Assuming you mean you want to import to a timeline the exported file from a previous project, then yes, you can do this. After all, MMS/VdL will see this file as simply another video file, if it is in a format that the app can read.
However, depending upon the format and resolution of the previous export, when you export the revised version there may be some noticeable loss of visual and/or audio quality,

Okay thank you for the response but when I drop the completed video onto a timeline it shows as a single enclosed project instead of individual images, and videos that can each be edited...how do I get this to appear as a project in progress that can accept edits to each individual cell? is there something that I need to change in the settings?... File?... Program etc.?

That is correct, and this is the only source material you have to work with.
If you are wanting to just re-order some of the 'events' and the complete video only has cut transitions, you can cut the video on the timeline into individual sections at the cut transition points and move them around.
With any other transition effects eg crossfades, then there is nothing you can do, the crossfades etc cannot be undone. You must have access to original project and all the source media used in it for the reworking.

Without the original project to edit, the only thing you can do is drop the rendered video on the timeline and re-edit (chop it up) the way that you want to, and move things around.
