AFAIK, the 'disappearing file menu' bug remains in SFP-14. If it is a huge annoyance, contact support and request a legacy SFP-14 build. As I recall, the bug occurred in build 111 when the multi-instance feature was added (though that is not the direct cause).
Otherwise, disable "Open default workspace on start-up" (Options> Preferences> General), the last active file will no longer open automatically... which may be a lesser annoyance than the file menu vanishing
