Hello Can you make a strobe effect on Edit Pro 14

Hello, I am new to Edit Pro14. I would like to be able to do as"strobe" effect on a section of video I am editing, but I can not find anything in the video effects. Is there a way of doing this. I dropped the frame rate but this affects the whole movie.

You could always just cut & delete every other frame or two. It might take a little while but it'll be faster than waiting for another answer.

Just apply the strob effect
