how can a cut out a picture from a video clip?

I'm wondering how to cut out a picture from a video clip using Magix Edit Pro 16 Plus

.. is it possible? if so how?

Place the red cursor line on the frame you want, and go to File > Export movie. Here you can choose single frame as BMP or JPG.
