How do I get a photo title to appear in front of a collage ( picture in picture)??

I have created a collage of 4 pictures ( picture in picture effect). I added a title using the title editor feature. Currently the title appears in back of the photos so it is not entirely visible. I want the title to be on top of the photos (bring forward).

Put the text on a higher number track (timeline mode) that overlaps in time where the collage displays.
