Patch file "patch_video_dlx_mx_plus_11.0.3.0" Why it do not installed? And what must I do?

The message means you have the wrong language patch.
Assuming you have installed the Russian version of MEP then you need the Russian language patch, it looks like you have the International patch which AFAIK does not include Russian
