Serial Number Registered By Another User

Hey so I'm just trying to activate Sony Vegas Pro 21. I just reinstalled Windows. Normally when I try to login it lets me deactivate one of my PC's so I can activate this one. But I've never seen this error before. I'm using the same Serial number and email I've been using for a couple years now
