The error message would indicate that the program is trying to access the Internet and is failing.

We need more information:

1. Computer specification, Windows version and Antivirus program used - see this topic for details of what is required.
    
2. Program full name and version number of the program causing the error.
    
3. What you did immediately before the error message appeared or was it on startup.
    
4. Is the computer connected to the Internet?
