Depending on your program version you should have several 'modes' for editing -- overview, scene, timeline and multi camera. In timeline mode you will have 16 or more (some versions up to 99!) horizontal tracks on which to place video, image and audio objects. Time runs from left to right so something to the left will play before something to its right. MEP looks up through the tracks so something on a lower (higher numbered_) track will appear in from of what is above it.
For adjusting the speed of an object you have two choices: First, select it by clicking on it (it should become highlighted) and then go to the 'Effects' tab. Again, depending on your program version, there may be differences but usually it's under 'Video effects' >> 'Speed' but in very old ones eg MEP14+ you use [Shift+Y] keys to bring up the window. If audio is linked to video you can only change by a factor of two, but if un-grouped (broken chain icon) you can do the video more. Second way is to choose mouse 'stretch' mode and drag out the end of a clip. Note you can stretch or compress audio as well with a choice of constant pitch but alter play length or change the pitch only.
