You could use for sure Magix Audio Cleaning Lab. It can filter out any usual noise, but of course it depends on the volume of noise and general recording quality.

I would say you can improve always something, sometimes the product even produces a little wonder, but a bad regording is a bad recording that will improve but not turn to a high-end studio recording
