I've sold a track I've made to an Indie Game Dev, and I need to know if I am allowed to create a Licence Document (which outlines what they can/can't do with it + Ownership of the Track)

As @SP. advised, the only way you can check whether this is possible is to contact infoservice@magix.net and ask for a definitive answer. We are all fellow-users, not Magix employees so are not able to offer any advice other than that, sorry.
I looked, very quickly, at the document that @SP. linked and the following statement seems very pertinent to you:
The provider grants the customer a nonexclusive, nontransferable right unrestricted in terms of location or time to the private and noncommercial use of the content
