This is happening with Sound Forge closed. It's a 3-4 second flat static sound, and sometimes occurs randomly and other time if I use Control characters - particularly Control-D in other applications, like Power Point and Outlook.

No, still no sound output. The level meters in the transport and volume control windows show input from the WAV file, but the message near the volume control knob still says "Monitor inactive. Assign first output device for monitoring."
