Hi, MEP can create Ken Burns effects very well. Learning how to do it in early versions, (MEP11 onwards) took me a long time! I'd start by reading up on using KFA (Key Frame Animation). For Ken Burns you'd apply KFA mainly via the Effects >

RSuonio, I'll add my two cents worth... MEP 11 is quite old! -- newer versions (now up to 'MX' ~ v18) are much better at dealing with HD material. Smooth playback is a function of several factors which usually work against each other.

alyssamy, Without seeing your results it's hard to say, but a possibility is that non-smoothness is a consequence of how you took your photographs. Two factors top the list: If you didn't use a tripod the backgrounds will be unsteady.
