  @Dina-Monaco-Boland You say you were able to open it in the past? Hold CTRL and SHIFT and double click on the program icon to launch Sound Forge and still hold the two keys until you see a small window that allows you to reset the program settings.

  @Pierre_S I totally missed your video! Sorry about that. It shows the telltale signs of a poorly stabilised video signal: note the wavy sides and colour blotching. This can be cured by a VCR with an in-built Time Base Corrector, or an external TBC.
