  Not sure about MEP15, but MEP14 had the rotation stuff available on the realtime visual FX window [Shift+Y] key shortcut. In the latest versions you would select your clip on the timeline and go to 'Effects' tab >> 'Movement effects'

  A quick guess only, because you have not described the specs of your new system... As MEP15 is rather old it may be assuming write access to parts of your hard drive that are 'protected' by the newer versions of Windows eg Win 7. You say the
