Sorry not a specific answer to your problem, but definite suggestion for workflow:
Do your rendering (export as video in final format) in sensible sized chunks and then string them together on the timeline of a new project which you burn using the option 'Smart Rendering..''which does not re-encode. Besides no doubt avoiding your current rendering problem you have the safeguard of needing to only re-render a single section if you decide to make a small last minute change.
Note: The smart rendering option is under ''Encoder settings...'' n the burn window.
. . . MEP 17 PLUS (four hours, 2600 edits) will only render three hours of the project in MEP 2013 PLUS . . .
Can you be more specific - rendering to what and the settings used? Ie exporting to mp4, or burning to BD or AVCHD disc?
Is the project 4 hours long on the timeline ie is the last video/image object around the 4 hour mark or is the last object around the 3 hour mark with blank space after it to the end of the timeline at about the 4 hour mark ?
