can anyone tell me why after successfully activating mep 2016 plus, nothing happens. Videodeluxe.exe running in taskmanager but no interface visible and re-starting program just hangs on "checking installation" even after re-boot

According to its manual, MEP 2016 was only specified to run up to Win 7 and with Direct X 9.
It may not work with later operating systems. If you like you could try to install and run as administrator and see if that helps it to start and then make sure no hardware acceleration is active within MEP. It may run but it's doubtful.
If you are running Windows 7 then please say.
In fact a complete breakdown of your system including operating system and version would be useful for other users to try to work out what else may be wrong if I'm wrong with my analysis.
