The imported file is 17fps and the movie is 25fps. Do I say "adjust" or "do not adjust" and why? I cannot find the answer in the manual or the tutorials.

A basic rule for the project settings is that it should match the majority of the source video for resolution and framerate, the project settings you are starting with do not match those of the video being imported hence the question being asked to adjust the project settings - they do not match the incoming video.
In this case if all or the majority of the video being imported 17fps then I would click Adjust, if the majority of the video being imported is another framerate eg 25 fps, then click Do not adjust .
Additionally if you are going to export the finished project at a framerate other than 17 fps eg 25/30 then in the Effects, Video Effects, Speed option check the Calculate intermediate images. This will enable Movie Edit Pro to calculate new frames instead or duplicating frames to achieve the higher framerate - this will give smoother playback of the video.
An issue to be aware of, is 17 fps is an odd rate for video, if it is from a mobile device, it may not be a constant framerate and 17 fps is the average, a MediaInfo analysis of the source video will confirm this.
If this is the case, MEP does not work well with variable framerate video and you should convert the source video to constant framerate before importing into MEP.
