I am doing some computer shopping because my computer no longer functions well so I wanted to know what computer preferably laptop functions the best with the program?

This question, and yours, are basically impossible to answer. There is no way that any of us could "recommend" Computer A as being "better" than Computer B. Certain components may be "more suitable" than others, but not complete computers!
Which version of MEP? Have you read the recommendations on the MAGIX site for the specifications of a computer intended to run your version of MEP? How much are you prepared to pay for the new computer? It is quite possible that a fairly low-specification laptop may be able to "run" MEP but whether you would actually be able to carry out any serious editing is very doubtful!

To add to emmrecs answer - how much do you want to spend?
You should be looking for at least an Intel i5 processor (dual or quad core), 16 GB RAM, 1TB hard drive, 17" minimum screen, USB 3 ports.
In other words you are looking to be spending at least £800 ($1200) plus to get a decent laptop.
You will also need to turn on Proxy files in the projects settings to get reasonable preview playback.
