As far as I'm aware VPX and Premium do not have these unless you include speech bubbles. Normally you would need an add on program like Boris Titler to generate these. You are talking about the type of thing you would find in Power Director, yes?
You can use Microsoft paint to most change file types to those VPX or MEP can use. Then they may need more work depending on how you want to use them but once you get into what VPX's various plug-ins can do it doesn't take long. There are a lot of tutorials on this site and on YouTube that cover transparencies, chroma keying, and the like. How to pin a graphic to an object within a frame etc that is easy to do once learned. It may not be easy at first but once you get into it it is possible to make your own custom graphics.

I looked at one of the videos about creating a callout in Vegas 15. Basically, the callout - boxes, text and line with circle were created separately, exported as a transparent avi, imported and moved to follow the action. This way, everything is static except for the keyframing.
Another way that I have seen this (didn't look for the tutorial) is having the text box static but the callout line end with target moving to follow the action.
I think that you want something like this:
Instead of creating my own text box, I used a template (Subtitles basic, Dark flag). Then, I used Xara from within VPX to create the animated line with diamond overlay to follow the dog. I can make this more precise by changing the display time (0.5s from one movement to the next) to less than 0.5s. And, I could have done a better job of having the line fade out at the same time as the text box.
If you don't need the line to move around but want the entire callout to move, then the whole thing is easier and, unless you want something really fancy, just use the colour swatches white, black, red, green, etc., size/position and keyframing. Save the whole thing as an effect for reuse.
If you want to make something like the subtitles in VPX, take a look at them. Most contain 2 alpha objects, another object, like a line or logo type object, and a text object. Except for the text object, the others are MP4's.

but i want to make a another "solo" round the church with callout text and picture from inside popping out ... But I will have to make it from scratch ... I will pick a dark and cold winter night for the project 😁 just wish that was a ready to use program / add on..... Its so useful feature for so many types of films.
I actually did upgrade to vegas pro 365 few days ago to able to start using more fx, at least there are way more options but I have returned it because it keeps freezing a lot ... Im more and more thinking of going to davinci but I'm not convinced after trying the free version .. Just love the layout from Magix and how stable it is though its not the fastest 😁
Yes that can be done with a transparent layer but not in paint. At least I don't think there is that option in the export settings. I can do that in Ps though.
Ha! you are looking at what the Adobe Premier full program range can offer. At a price 👀!
They are basic animations with picture in picture effects. Easy enough to do but time consuming. Possibly an hour if you know what you are doing and have a reasonable eye. Once the design of the call out is made the tools to animate the reveal are within MEP / VPX or you could make your own screens. Yes, a project for the darker nights of winter. Once made they could be saved as animations and images with text or logos placed in after.
There may be a way to save those as effects. Not sure about that, but others here I think do something like that, so maybe they can help out with that side of things.
There is very little you can't do with MEP or VPX and a program capable of basic graphic design that doesn't require CGU. Yes it can take a bit of time and imagination to work out what needs to be done but most things are possible.
