What are you trying to achieve or do?

Do you mean can you burn to an external DVD drive connected by USB?

As John says, we're in guessing mode until you clarify what you mean. One guess is that you want to write the DVD (or Bluray) folder to a USB memory stick. That is possible. The folder and its VOB files are automatically written by MEP to a folder you specify in Program Settings > Folders > Disc images
