It should ask you to type in your existing SoundForge Pro serial number (which should be on your proof of purchase) and then the process will advise you if you are eligible for the upgrade pricing.
Most of the legacy SF versions will run on Win10. Which version do you have? If you know your old login details for SCS, you can still find your SCS serial numbers and download from the SCS legacy site, The old SCS login info should work in Magix. If all else fails, you cam try contacting the Magix Customer Service Sales Team which handles activation issues and such.

Or.. have the serial .. and.. have access to the sellers email account.. which is unlikely. With the serial code alone, Sound Forge cannot be activated unless it is unregistered prior. The serial code and email address are paired, so be aware of this fact if purchasing a 'pre-owned' SF product. The same applies to Vegas family of products.
