I think you have gone to the wrong folder to open the files. Those won't work and you may corrupt MEP trying to use them. At least that's what happened to me when I tried. Find the titles you need in the templates section, not the file folder section.
It's just those icons look wrong for my version of MEP. They look like part of a whole rather than the file you should be seeking. I know where to find those icons on my own system and it's not the same folder where the complete effects are stored. Looking more closely at your rather cropped image I'm guessing you are using a different version of MEP to me. Which version are you using? If it's more than a few years old then I'm probably not the one to help you.
Can I assume you are not using Windows 10 then? I ask because I can't even follow the file path in your image back to the offending folder. Sorry I can't be of further use.
You may have to hang on another eight or nine hours while some other users come back online that may have seen this problem with your version in the past.
Are you using Windows Defender as your Antivius/Firewall software and was there a Windows 10 update from working to not working?
If you are using Windows Defender, try turning off the Controlled Folder / Protected Folders / Ransomware protection ( it may be called any one of these ) option - it is known to interfere with programs.
I've had a look at my own recent reinstallation of MEP and on opening folders for the first time I do see those icons appear for a brief time before the normal icons appear. This may suggest a dll. break of some kind in the folder that needs to be there. Maybe a complete uninstallation of the program is needed in this instance. When I actually lost the Xara effects totally on my setup, only a complete reinstallation cured the problem.
