If you mean an existing effect on the video clip, eg a pan and zoom, before it is imported into Movie Edit Pro - no, an effect applied during editing can be removed.
Rotating video can be done.
I would suggest you read, this topic, the installed PDF manual available under Help in the program, and watch this beginners tutorial by John CB - it is for an earlier version, however the principles are the same.
