Also, can Sound Forge Audio Studio include/do what the Audio Cleaning Lab can do?

If you are considering PhotoStory vs MEP, then the choice should be MEP Plus or Premium, definitely not basic.
Are you referring to an older Audio Cleaning Lab (ACL) or the more recent Sound Forge Audio Cleaning Lab (SFACL)? Older ACL, during a certain period, was a stripped down version of an even older ACL that was split into two - ACL and the full-featured Audio & Music Lab Premium (AML). SFACL is an update of AML.
SFAS and SFACL are quite similar, but SFACL has more and better tools for cleaning and restoration (spectral cleaning).
If you get MEP, you can change the External Audio Editor from the default Music Editor 3 to SFACL, which is really a newer and much more advanced version of ME3. If you don't have SFACL but SFAS, then put SFAS as the External Audio Editor. Then, you have to learn why, how and when to use it from MEP.
