Presumably by full HD you mean 1080p ? 

if so the test uploads of full HD video I have made, have been converted by Youtube  to 720p ie HD, however 720p is still 720p

You can select the Flashplayer 1240 * 720 option in the export dialog box as shown below

Yes, it used to be that when you uploaded to youtube it would automatically convert it to 1080p. But since youtube changed their format a few months ago, you can no longer upload directly from MEP. Instead, you have to convert to mpeg4 and then upload. Bloody nuisance, after spending money on editing software just to have it by-passed by youtube.
