does this have a jog wheel with the mouse scroll for frame-by-frame?

Movie Edit Pro 12 used to have a jog wheel below the video screen and you could click on it and go frame-by-frame with the mouse scroll.

but i can't see such a feature so this means hammering the arrow button hundreds of times to go frame-by-frame.

so, is there one: yes so where is it, or if not could you reinstate such a feature to the current version of the next one.

better than wrecking my  fingers by constant hammering

Click on the hamburger menu (3 horizontal bars) at the top left of the Preview Monitor and turn on the jog wheel. If you still don't see it, make the Preview Window wider so that you can see all of the buttons including the jog wheel.
