Downloading MPEG-4 Codec

Can I download an MPEG-4 codec for Movie Edit Pro 15? When I try to load a file it give an error message saying I don't have access rights but I think the issue may be the lack of a suitable Codec.

Movie Edit Pro 15 is 9 years old. So if you use windows 10 it will of course not work.

Not using Windows 10, using Windows 7 Home Premium
