combase.dll is a Windows file that ensures Windows programs run correctly and the file is probably damaged - possibly after an update to Windows.

See this article and carry out steps 1 and 2 to check your Windows installation is correctly installed.

I'm not sure what you mean when you say you have to run every now and then Explorer Windows, sorry!

But, for the error message, what it means and possibly how to solve it, please read the whole of this thread, where another user reported the same error message.
