Did a search, no go. I know this was discussed some time ago but can't find it. I have a desire to export an MP4 at 18fps, which MMS 2025 won't do for any flavour of MPEG-4 (oddly, AV1 will "accept" 18 in the box but will export it as 25; bug report going in on that!).
VPX 12 won't do it either; does VPX 16 export 18fps MPEG-4?
I do have a workaround but it's clumsy and time-consuming.

In theory you should be h.264/AVC and h.265 HEVC encoded video can be sub 10 fps. However in VPX and MMS the lowest framerate is fixed the the 'industry norm' of 23.98 or 24 fps is the lowest you can go.
Added: Looks like AviDemux is your go to for this one, so long as you do not specify Motion Compensation in the Resample FPS filter, crashes on my PC, None or Blend are fine.
Handbrake can convert to lower framerates however you are stuck with 5, 10,12, 15, 20 fps as the options 😨.
