Exported movie has a fast second of movement at the beginning of video

The exported movies I make keep having this fast second of movement at the beginning of video (beginning of range marks).

Welcome to the forum, however with no information about your computer specification, the version of MEP you are using, Windows version and what you are trying to export, it is difficult to offer you any help.
